  • Medical Plan Options


You have five medical plans from which to choose. In general, all options under each type of plan and carrier cover the same services. However, the participating provider networks for the plans are different. Be sure to carefully review what is covered by each plan, as well as the plan’s limitations and the participating providers and facilities in the plan’s network. Vison coverage is included with each medical plan option.

  • CareFirst BCBS Preferred Provider Option (PPO)
  • CareFirst BCBS Exclusive Provider Option (EPO)
  • United Healthcare Options (PPO)
  • United Healthcare Options (EPO)
  • Kaiser Permanente (IHM)

 

  • Prescription Drug Benefits

The State’s Prescription Drug Plan is administered by Express Scripts, a Pharmacy Benefits Manager, called a “PBM”. Express Scripts can provide you with additional plan information, the location of participating pharmacies, the identification of preferred drugs, the amount for your prescriptions, and other plan information. Outpatient Prescription drug coverage is not included in any medical plan coverage. You must enroll separately in the prescription drug benefits plan; there is a separate premium for this coverage.

 

  • Dental Plan Options

There are two dental plans offered to Maryland State Employees:

United Concordia is a Dental Preferred Provider Organization (DPPO). This dental plan option is available to all employees and eligible dependents and affords its members with the flexibility to use licensed dentists within or outside of their provider’s network. Using the plans in network providers allows members to maximize benefit dollars with negotiated discounted rates.  

Delta Dental is a Dental Health Maintenance Organization (DHMO) meaning that employees and eligible dependents must use licensed dentists within their network. There are no claim forms to complete, no deductibles or annual and lifetime dollars maximums associated with this plan. This plan affords its members preventative and diagnostic services at low or no costs.  

 

  • Term Life Insurance 

Securian is the State of Maryland’s  group term life provider. Group Term life insurance is available to all employees and eligible dependents and provides protection to you and your family in the event of unexpected loss of life during working years. This benefit simply pays benefit at your death.

 

  • Accidental Death & Dismemberment

The Accidental Death and Dismemberment coverage is also managed by Securian and is available to all active employees and eligible dependents. This benefit provides protection in the event of death or dismemberment due to a covered accident.

 

  • Flexible Spending Accounts

A flexible spending account (FSA) allows employees to use pretax dollars to pay for out of pocket expenses that are not covered by insurance such as copays and deductibles. Through P&A Group, The State of Maryland offers a traditional flexible spending account as well as a unique dependent daycare flexible spending account which allows its members to use pretax funds to pay for daycare for eligible dependents. This benefit increases the amount of money that you take home and decreases payroll taxes. You do not have to be covered under a State Medical Plan to participate in the FSA.
